There are several steps in becoming a pre-qualified bidder with Torcon. First, all interested companies should download and complete Torcon’s Subcontractor Information Form, which captures basic information about your company, leadership, areas of trade work and experience. We are a company that is committed to providing opportunities to small and economically disadvantaged businesses; so any official certifications should be included in your submission.
The prequalification form also includes a safety questionnaire so Torcon can understand your firm’s safety record and programs.

Prequalification Next Steps
Torcon’s prequalification process begins with the Subcontractor Information Form. All contractors are also required to enroll in Highwire (formerly ConstructSecure) and submit a report through Contractor Score before they can be engaged on a Torcon project.
Highwire is a formal, centralized prequalification process that evaluates experience, resources, performance, and safety. Highwire identifies strengths and weaknesses in your prequalification information and reports these findings back to you. As your safety performance and financial condition improves, your company’s ratings in the system improve. While a subscription fee is typically required, we believe the benefits of enrollment will become apparent.
Contractor Score helps measure the key aspects for a contractor’s short-term financial and management capacity based on your company’s latest information while maintaining confidentiality.
